Mae Gweinidogion Cymru, drwy arfer y pwerau a roddir gan adran 36A(1), (2), (4), (5) a (9) o Ddeddf Cynrychiolaeth y Bobl 1983(1) ac adran 26(2) o Ddeddf yr Iaith Gymraeg 1993(2), yn gwneud y Rheolau a ganlyn.

Yn unol ag adran 36A(7) o Ddeddf Cynrychiolaeth y Bobl 1983, mae Gweinidogion Cymru wedi ymgynghori â’r personau hynny yr oeddent o’r farn eu bod yn briodol.

Yn unol ag adran 36A(10) o Ddeddf Cynrychiolaeth y Bobl 1983, gosodwyd drafft o’r offeryn hwn gerbron Senedd Cymru ac fe’i cymeradwywyd ganddi drwy benderfyniad(3).

Trosglwyddwyd y swyddogaethau hynny wedi hynny i Weinidogion Cymru yn rhinwedd paragraff 30 o Atodlen 11 i Ddeddf Llywodraeth Cymru 2006 (p. 32). Gweler hefyd adran 59A o Ddeddf Llywodraeth Cymru 2006 ac Atodlen 3A iddi. Caniateir arfer y pŵer i wneud gorchymyn o dan adran 26(2) o Ddeddf yr Iaith Gymraeg 1993 i wneud rheolau yn rhinwedd adran 39 o Ddeddf Deddfwriaeth (Cymru) 2019 (dccc 4).
