Rhoddodd Comisiwn Ffiniau a Democratiaeth Leol Cymru (“y Comisiwn”) adroddiad ym mis Ionawr 2019 ar adolygiad o drefniadau cymunedol yn Sir Fynwy a gynhaliwyd gan Gyngor Sir Fynwy. Roedd Adroddiad y Comisiwn yn argymell newidiadau i ffiniau presennol cymunedau yn ardal Cyngor Sir Fynwy a newidiadau canlyniadol i drefniadau etholiadol.
Mae Gweinidogion Cymru wedi gweithredu cynigion y Comisiwn i raddau helaeth yng Ngorchymyn Sir Fynwy (Cymunedau) 2021 (“Gorchymyn 2021”).
Mae erthygl 3 o’r Gorchymyn hwn yn cymryd blaenoriaeth dros erthygl 42 o Orchymyn 2021 (i’r graddau y mae’r erthygl honno’n ymwneud â throsglwyddo ardal o ward Green Lane o gymuned Caldicot i ward The Village o gymuned Caldicot), er mwyn rhoi effaith lawn i gynigion y Comisiwn.
Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Gorchymyn hwn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Gorchymyn hwn.
