The Non-Commercial Movement of Pet Animals (Amendment) (Wales) Regulations 2022
Title, commencement, expiry, application and extent1.

The title of these Regulations is the Non-Commercial Movement of Pet Animals (Amendment) (Wales) Regulations 2022.

These Regulations come into force on 9 April 2022 and expire on 1 October 2022.

These Regulations apply in relation to Wales, and extend to England and Wales.
Amendments to Regulation (EU) No 576/20132.

Regulation (EU) No 576/2013 of the European Parliament and of the Council on the non-commercial movement of pet animals is amended as follows.

In Annex 4 (Validity requirements for the rabies antibody titration test)—

in point 2(b), at the end insert “, except where point 2A applies”

This point applies where, the Welsh Ministers have administered a test which measures a level of antibody to rabies virus in serum of the animal tested equal to or greater than 0.3 EU/ml and using an enzyme linked immunosorbent assay method that meets the validation standards set out in Chapter 1.1.6 of the Manual of Diagnostic Tests and Vaccines for Terrestrial Animals 2021 (commonly known as the “OIE validation standard”);3
Regulation 2 amends Regulation (EU) No 576/2013 of the European Parliament and of the Council on the non-commercial movement of pet animals (EUR 576/2013), to permit the use of an alternative antibody titre test for pet animals entering Wales from outside of the UK. These Regulations expire on 7 October 2022.
A copy of the OIE validation standard referred to in regulation 2 can be inspected at the office of the Welsh Government, Cathays Park, Cardiff, CF10 3NQ.
The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to these regulations. As a result, it was not considered necessary to carry out a Regulatory Impact Assessment as to the likely costs and benefits of complying with these Regulations.
