The person who makes the application must pay the charges for the performance of the chargeable functions under regulation 3(2)(a) and (b), as applicable.

A local authority or a registered building control approver, which is the subject of an inspection under section 58Z8 of the Act, must pay the charges arising from the performance of chargeable functions under regulation 3(2)(h).
