16. In regulation 17(1)—
(a)in sub-paragraph (b)—
(i)after “importer”, insert “, first UK owner”;
(ii)for “paragraphs 10(3) and 22”, substitute “paragraphs 11 to 13, 15, 16 and 22”;
(b)in sub-paragraph (c), for “10 to 16 and 22”, substitute “11 to 13, 15, 16 and 22”.
