The Secretary of State for Transport, being a Minister designated(1) for the purposes of section 2(2) of the European Communities Act 1972 in relation to the type, description, construction or equipment of vehicles, hereby makes the following Regulations:—
1. These Regulations may be cited as the Road Traffic Acts 1960 and 1972, and Road Traffic Regulation Act 1967 (Metrication) (No.2) Regulations 1981 and shall come into operation on 1st November 1981.
2. For the words expressing imperial units of measurement specified in column (2) of the Schedule to these Regulations in the sections in the Road Traffic Act 1960, the Road Traffic Regulation Act 1967, and the Road Traffic Act 1972(2) specified in column (1) of that Schedule there are substituted the words expressing metric units of measurement specified in column (3) of that Schedule.

In order to fulfil obligations arising from Council Directive 80/181/EEC of 20th December 1979 on the approximation of laws of the Member States relating to units of measurement, these Regulations, which are made under section 2(2) of the European Communities Act 1972, metricate the units of measurement in the sections of the Road Traffic Acts 1960 and 1972, and the Road Traffic Regulation Act 1967 which are specified in the Schedule to these Regulations as indicated in that Schedule.
