The Secretary of State for Transport, in exercise of powers conferred on him by section 5(2) of the Merchant Shipping (Mercantile Marine Fund) Act 1898(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:–
1. These Regulations may be cited as the Merchant Shipping (Light Dues) (Amendment) (No. 2) Regulations 1991 and shall come into force on 1st September 1991.
2. The Merchant Shipping (Light Dues) Regulations 1990(2) shall be amended in the Schedule thereto as follows:–
(a)in paragraph 1(1) of Part I (Scale of Payments):
for “32 pence” (in both places) substitute “35 pence”;
for “64 pence” substitute “70 pence”;
for paragraph 1(4) of Part I substitute the following:–
“(4) In the year commencing 1st April 1991 and in any subsequent year a ship shall not be required to make payments on account of light dues for more than seven voyages in total.”.

These Regulations further amend the Merchant Shipping (Light Dues) Regulations 1990 to provide for an increase in the number of voyages for which light dues are chargeable in the 1991/92 financial year from six to seven, and an increase in the per voyage tariff of about 9.4%. The changes will apply to chargeable voyages occurring in the last seven months of the financial year.
