The Secretary of State, being a designated(1) Minister for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to matters relating to the assessment of the effects of certain plans and programmes on the environment, in exercise of the powers conferred by that section 2, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
