The Secretary of State makes the following Regulations in exercise of the powers conferred by section 130 of the Merchant Shipping Act 1995(1):
1.—(1) These Regulations may be cited as the Merchant Shipping (Ship-to-Ship Transfers) (Amendment) (No. 2) Regulations 2011.
(2) They come into force on 30th September 2011.
2.—(1) Regulation 1 of the Merchant Shipping (Ship-to-Ship Transfers) Regulations 2010(2) is amended as follows.
(2) In paragraph (2)(3) for “1st April 2012” substitute “1st October 2012”.
(3) In paragraph (3)(4) for “1st October 2011” substitute “1st April 2012”.
(4) In paragraph (3)(a)(5) for “1st April 2012” substitute “1st October 2012”.
(5) In paragraph (4)(6) for “1st October 2011” substitute “1st April 2012”.

These Regulations amend for a third time the commencement provisions of the Merchant Shipping (Ship-to-Ship Transfers) Regulations 2010 to delay the commencement of those Regulations by a further six months.
An impact assessment of the effect of these Regulations has not been prepared as they do not themselves have any impact on the cost of business.
