The Offshore Installations (Safety Zones) (No. 4) Order 2011

The Secretary of State makes this Order—

(a)

in exercise of the powers conferred by sections 22(1) and (2) of the Petroleum Act 1987(1) (“the Act”); and

(b)

for the purpose of giving effect to proposals submitted to him by the Health and Safety Executive under section 24(2A) of the Act.

Citation and commencement

1.  This Order may be cited as the Offshore Installations (Safety Zones) (No. 4) Order 2011 and comes into force on 14th November 2011.

Establishment of safety zone

2.  A safety zone is established around the installation specified in column 1 of the Schedule (being an installation stationed in waters to which subsection (7) of section 21 of the Petroleum Act 1987 applies) having a radius of five hundred metres, as respects that installation, from the point which has the co-ordinates of latitude and longitude according to the World Geodetic System 1984(2) specified in columns 2 and 3 of the Schedule.

Amendment of the Offshore Installations (Safety Zones) (No.7) Order 2007

3.  In the Offshore Installations (Safety Zones) (No.7) Order 2007(3), in the Schedule, omit the entry for Shelley including its co-ordinates.

Amendment of the Offshore Installations (Safety Zones) (No.3) Order 2011

4.  In the Offshore Installations (Safety Zones) (No.3) Order 2011(4), in the Schedule—

(a)for the co-ordinates for Laggan Manifold, for “60°52.203’North” substitute “60°56.67’North” and for “03°08.285’West” substitute “2°53.62’West”; and

(b)for the co-ordinates for Tormore Manifold, for “60°52.212’North” substitute “60°52.28’North” and for “03°08.307’West” substitute “3°8.23’West”;

EXPLANATORY NOTE

(This note is not part of the Order)

This Order establishes, under section 22 of the Petroleum Act 1987, a safety zone having a radius of 500 metres from the specified point, around the installation specified in the Schedule to this Order and stationed in waters to which section 21(7) of that Act applies (these include territorial waters and waters in areas designated under section 1(7) of the Continental Shelf Act 1964 (c.29)) (article 2).

Vessels, which for this purpose include hovercraft, submersible apparatus and installations in transit, are prohibited from entering or remaining in a safety zone except with the consent of the Health and Safety Executive or in accordance with regulations made under section 23(1) of the Act (currently the Offshore Installations (Safety Zones) Regulations 1987 (S.I. 1987/1331)).

The Order removes the safety zone around Shelley by deleting the entry relating to it in the Schedule to the Offshore Installations (Safety Zones) Order 2007/3559 (article 3) and amends the co-ordinates for Laggan Manifold and Tormore Manifold in the Schedule to the Offshore Installations (Safety Zones) Order 2011/2228 (article 4).

The World Geodetic System 1984 (“WGS 84”) defines a reference frame for the earth, for use in geodesy and navigation. It was developed by the United States’ National Geospatial-Intelligence Agency and is maintained by it.
