The Treasury, in exercise of the powers conferred by section 122(3) and (4) of the Financial Services Act 2012(1), make the following Order:
1.—(1) This Order may be cited as the Financial Services Act 2012 (Commencement No. 2) Order 2013.
(2) In this Order, “the Act” means the Financial Services Act 2012.
2. 27th February 2013 is the day appointed for the coming into force of Schedule 4 to the Act (EEA passport rights and Treaty rights) for the purpose of making orders or regulations (in so far as not already in force).
3. 1st April 2013 is the day appointed for the coming into force of the provisions of the Act listed in the Schedule (in so far as those provisions are not already in force).

This Order brings into force certain provisions of the Financial Services Act 2012 (c.21) (“the Act”) into force. This is the second commencement order to be made under the Act.
This Order brings into force Schedule 4 to the Act on 27th February 2013 for the purpose of making regulations.
The provisions listed in the Schedule to this Order are brought into force for all purposes on 1st April 2013. Those provisions relate to the regulation of financial services and markets.
This Order will have no effect on the costs of business and the voluntary sector independent of the provisions this Order brings into force. For that reason, no impact assessment has been produced for this instrument.
