The National Assembly for Wales, in exercise of the powers conferred upon it by sections 55(3) and 118(6) of the Care Standards Act 2000(1), hereby makes the following Regulations:
1. These Regulations may be cited as the Care Standards Act 2000 (Extension of Meaning of “Social Care Worker”) (Wales) Regulations 2004 and come into force on 1st April 2004.
2. In these Regulations—
“the Act” (“y Ddeddf”) means the Care Standards Act 2000;
“the Council” (“y Cyngor”) means the Care Council for Wales;
“student social worker” (“gweithiwr cymdeithasol o dan hyfforddiant”) means a person participating in a course approved by the Council under section 63 of the Act for persons wishing to become social workers.
3.—(1) Student social workers are to be treated as social care workers for the purpose specified in paragraph (2) of this regulation.
(2) The purpose is the registration of student social workers in the register maintained by the Council under section 56(1) of the 2000 Act.

These Regulations provide that student social workers are to be treated as social care workers for the purposes of registration with the Care Council for Wales.
2000 c. 14. The powers are conferred upon the appropriate Minister which is defined by section 121(1) of the Act as “the Assembly” in relation to Wales. See section 5(b) of the Act for the definition of the Assembly.
