144Cyfarwyddwyr gwasanaethau cymdeithasol

(1)Rhaid i awdurdod lleol benodi swyddog, a elwir yn gyfarwyddwr gwasanaethau cymdeithasol, at ddibenion swyddogaethau gwasanaethau cymdeithasol yr awdurdod hwnnw.
(2)Ni chaniateir i awdurdod lleol benodi person yn gyfarwyddwr gwasanaethau cymdeithasol iddo oni bai ei fod yn fodlon bod y person hwnnw wedi dangos y cymwyseddau a bennwyd gan Weinidogion Cymru.
(3)Rhaid i Weinidogion Cymru bennu’r cymwyseddau at ddiben is-adran (2) mewn cod a ddyroddir o dan adran 145 neu mewn rheoliadau.
(4)Caiff dau neu fwy o awdurdodau lleol, os ydynt o’r farn y gall yr un person gyflawni’n effeithiol, ar gyfer y ddau neu bob un ohonynt, swyddogaethau cyfarwyddwr gwasanaethau cymdeithasol, benodi un person yn gyfarwyddwr gwasanaethau cymdeithasol ar gyfer y ddau awdurdod hynny neu ar gyfer pob un ohonynt.
(5)Rhaid i awdurdod lleol sydd wedi penodi, neu sydd wedi penodi ar y cyd, berson o dan yr adran hon sicrhau bod staff digonol yn cael eu darparu at ddibenion ei swyddogaethau gwasanaethau cymdeithasol er mwyn cynorthwyo’r cyfarwyddwr.
