The Department for Infrastructure (1) makes the following Regulations in exercise of the powers conferred by section 3(1) and (2) of the Water and Sewerage Services Act (Northern Ireland) 2016 (2).
A consultation has been carried out in accordance with the requirements of section 3(7) of the Water and Sewerage Services Act (Northern Ireland) 2016.
1.—(1) These Regulations may be cited as the Water Meters Regulations (Northern Ireland) 2016 and shall come into operation on 7th December 2016.
(2) In these Regulations “the Order” means the Water and Sewerage Services (Northern Ireland) Order 2006(3).
(3) The Interpretation Act (Northern Ireland) 1954 (4) shall apply to these Regulations as it applies to an Act of the Assembly.
2. The effect of Article 81(2)(a) of the Order is hereby suspended in relation to:-
(a)any connection notice served in respect of a private dwelling house on or after the date these Regulations come into operation; and
(b)any connection notice served before that date where a meter has not already been installed and connected pursuant to the conditions imposed by virtue of that provision.
3. The effect of Article 81(3) of the 2006 Order is also suspended insofar as it relates to specifications for the purposes of any private dwelling house to which Article 81(2)(a) applies.

Regulation 2(a) suspends the requirement, as stated in Article 81 of the Water and Sewerage Services (Northern Ireland) Order 2006 (the Order), for Northern Ireland Water to install water meters at all new domestic water connections.
Regulation 2(b) suspends the requirement for Northern Ireland Water to install water meters where a connection notice has been served but has not yet been installed at the commencement date of the Regulation.
Regulation 3 suspends the requirement for Northern Ireland Water to approve or publish specifications for water meters for use in private domestic dwellings.
