The Trunk Roads T1, T3 and T7 (York Street Interchange) Order (Northern Ireland) 2017

The Department for Infrastructure(1) makes the following Order in exercise of the powers conferred by Articles 14(1), 15(1), 16(1) and (2) and 68(1) and (3) of the Roads (Northern Ireland) Order 1993(2) and now vested in it(3).

The Department in accordance with Article 15(1) of that Order proposes to construct the lengths of road described in Parts I, II and III of the Schedule and considers it expedient to designate them as special roads.

The Department in accordance with Article 14(1) of that Order considers it expedient for the purpose of improving the trunk system that the roads described in Parts I, II and III of the Schedule should be designated as trunk roads.

The Department in accordance with Article 68(4) of that Order proposes on completion of works providing alternative facilities for road traffic to stop-up the junctions described in Part IV of the Schedule to road traffic.

Notice has been published, served and displayed in compliance with paragraphs 1, 2 and 3 of Schedule 8 to that Order.

A total of 53 responses were received by TransportNI prior to the closing date and a further 6 were received after the closing date of 10th March 2015 and the Department considered the objections.

The Department having caused a local inquiry to be held into the objections to the proposed Order which were made and not withdrawn and having considered the report of the person who held the inquiry, now proposes to make the Order.

Citation, commencement and interpretation

1.—(1) This Order may be cited as The Trunk Roads T1, T3 and T7 (York Street Interchange) Order (Northern Ireland) 2017 and shall come into operation on 7th March 2017.

(2) In this Order “Map 1” to “Map 5”, inclusive means the sequence of drawings numbered from YSI-TNI-XX-XX-DR-OR004 to YSI-TNI-XX-XX-DR-OR008 inclusive marked “The Trunk Roads T1, T3 and T7 (York Street Interchange) Order (Northern Ireland) 2017” copies of which have been deposited at the Department’s TransportNI offices, Headquarters, Clarence Court, 10-18 Adelaide Street, Belfast BT2 8GB and Eastern Division, Hydebank, 4 Hospital Road, Belfast BT8 8JL.

Designation and Direction

2.  The Department designates and directs as follows—

(1) That the lengths of road described in Part I of the Schedule shall become special and trunk road and be part of the Belfast-Bangor Trunk Road T1.

(2) That the lengths of road described in Part II of the Schedule shall become special and trunk road and be part of the Belfast-Ballygawley-Londonderry-Land Frontier Trunk Road T3.

(3) That the lengths of road described in Part III of the Schedule shall become special and trunk road and be part of the Belfast-Coleraine-Londonderry Trunk Road T7.

Stopping-up of roads

3.  The Department shall carry out such works as it considers necessary for the provision of alternative facilities for road traffic and on completion of the works the junctions described in Part IV of the Schedule shall be stopped-up to road traffic.

Classification of traffic

4.  The roads described in Parts I, II and III of the Schedule shall be used only by traffic of Classes I and II as set out in Schedule 1 to the Roads (Northern Ireland) Order 1993.

PART ILENGTHS OF ROAD TO BE CONSTRUCTED AS SPECIAL AND TRUNK ROAD AND PART OF THE T1

1177 metres of new and upgraded road comprising—

(a)109 metres of new and upgraded road, from a point T1/01 located at Irish Grid Reference Easting 334190, Northing 374949 on the present Trunk Road T1 extending in a north-westerly direction to a point T1/02 located at Irish Grid Reference Easting 334129, Northing 375035, more particularly delineated, coloured red and marked on Map 2;

(b)557 metres of new and upgraded road, from a point T1/03 located at Irish Grid Reference Easting 334191, Northing 375095 on the present Trunk Road T1 extending—

(i)331 metres in a north-westerly direction to a point T1/04 located at Irish Grid Reference Easting 333917, Northing 375194; and

(ii)226 metres in a north-easterly direction to a point T1/05 located at Irish Grid Reference Easting 334269, Northing 375294,

more particularly delineated, coloured red and marked on Map 2; and

(c)511 metres of new and upgraded road, from a point T1/06 located at Irish Grid Reference Easting 334164, Northing 375137 on the present Trunk Road T1 extending in a north-easterly direction to a point T1/07 located at Irish Grid Reference Easting 334348, Northing 375607, more particularly delineated, coloured red and marked on Map 2.

PART IILENGTHS OF ROAD TO BE CONSTRUCTED AS SPECIAL AND TRUNK ROAD AND PART OF THE T3

2373 metres of new and upgraded road, from a point T3/01 located at Irish Grid Reference Easting 333636, Northing 375222 on the present Trunk Road T3 extending—

(a)410 metres in an easterly direction to a point T3/02 located at Irish Grid Reference Easting 334040, Northing 375224;

(b)1320 metres in a north-easterly direction to a point T3/03 located at Irish Grid Reference Easting 334393, Northing 375833; and

(c)643 metres in a south-easterly direction to a point T3/04 located at Irish Grid Reference Easting 334184, Northing 374978,

more particularly delineated, coloured red and marked on Map 3.

PART IIILENGTHS OF ROAD TO BE CONSTRUCTED AS SPECIAL AND TRUNK ROAD AND PART OF THE T7

1718 metres of new and upgraded road, from a point T7/01 located at Irish Grid Reference Easting 334351, Northing 376058 on the present Trunk Road T7 extending—

(a)1145 metres in a south-westerly direction to a point T7/02 located at Irish Grid Reference Easting 333873, Northing 375209; and

(a)573 metres in a south-westerly direction to a point T7/03 located at Irish Grid Reference Easting 334343, Northing 375486,

more particularly delineated, coloured red and marked on Map 4.

PART IVJUNCTIONS TO BE STOPPED-UP TO ROAD TRAFFIC

1.  U617 Trafalgar Street at its existing junction with A2 Corporation Street, more particularly delineated, coloured green and marked J1 on Map 5.

2.  U617 Trafalgar Street at its existing junction with A2 Nelson Street, more particularly delineated, coloured green and marked J2 on Map 5.

3.  Pedestrian footpath at its existing junction with A2 Corporation Street, more particularly delineated, coloured green and marked J3 on Map 5.

4.  Pedestrian footpath at its existing junction with A2 Nelson Street, more particularly delineated, coloured green and marked J4 on Map 5.

EXPLANATORY NOTE

(This note is not part of the Order)

This Order provides that 5268 metres of new and upgraded roads comprising—

(a)1177 metres of new and upgraded road described in Part I of the Schedule, more particularly delineated, coloured red and marked on Map 2 shall become special and trunk road and be part of the Belfast-Bangor Trunk Road T1;

(b)2373 metres of new and upgraded road described in Part II of the Schedule, more particularly delineated, coloured red and marked on Map 3 shall become special and trunk road and be part of the Belfast-Ballygawley-Londonderry-Land Frontier Trunk Road T3; and

(c)1718 metres of new and upgraded road described in Part III of the Schedule, more particularly delineated, coloured red and marked on Map 4 shall become special and trunk road and be part of the Belfast-Coleraine-Londonderry Trunk Road T7.

The Order also provides for the stopping-up of certain roads.

New connecting roads, which are not the subject of this Order, are described below for the purpose of clarification and are shown coloured blue on Map 5—

(a)651 metres of new and upgraded A2 York Street, from a point located at Irish Grid Reference Easting 333886, Northing 374910 extending in a north-easterly direction to a point located at Irish Grid Reference Easting 334201, Northing 375480.

(b)55 metres of new and upgraded B88 Frederick Street and Great Patrick Street, from a point located at Irish Grid Reference Easting 333877, Northing 374956 extending in a south-easterly direction to a point located at Irish Grid Reference Easting 333924, Northing 374926.

(c)106 metres of new and upgraded Great Patrick Street and Dunbar Link, from a point located at Irish Grid Reference Easting 334020, Northing 374883 extending in a south-easterly direction to a point located at Irish Grid Reference Easting 334084, Northing 374799.

(d)217 metres of new and upgraded A2 Nelson Street, from a point located at Irish Grid Reference Easting 334020, Northing 374848 extending in a north-easterly direction to a point located at Irish Grid Reference Easting 334129, Northing 375035.

(e)194 metres of new and upgraded A2 Great Georges Street, from a point located at Irish Grid Reference Easting 334129, Northing 375035 extending in a north-westerly direction to a point located at Irish Grid Reference Easting 333956, Northing 375123.

(f)132 metres of new and upgraded A2 Nelson Street, from a point located at Irish Grid Reference Easting 334269, Northing 375294 extending in a north-easterly direction to a point located at Irish Grid Reference Easting 334327, Northing 375413.

(g)139 metres of new and upgraded A2 Dock Street, from a point located at Irish Grid Reference Easting 334270, Northing 375459 extending in a south-easterly direction to a point located at Irish Grid Reference Easting 334396, Northing 375400.

(h)205 metres of new and upgraded A2 Nelson Street, from a point located at Irish Grid Reference Easting 334352, Northing 375433 extending in a north-easterly direction to a point located at Irish Grid Reference Easting 334392, Northing 375663.

(i)298 metres of new and upgraded A2 Duncrue Street, from a point located at Irish Grid Reference Easting 334392, Northing 375633 extending in a northerly direction to a point located at Irish Grid Reference Easting 334425, Northing 375929.

New bridges, which are not the subject of this Order, are described to below for the purpose of clarification and shown coloured orange on the Maps—

(a)existing bridge widened to carry new Trunk Road T3 over B126 North Queen Street.

(b)two new bridges to carry A2 York Street over new Trunk Roads T1, T3 and T7.

(c)new bridge to carry new Trunk Road T1 over new Trunk Road T3.

(d)existing bridge widened to carry new Trunk Road T7 over A2 Dock Street.

(e)new bridge to carry new Trunk Road T3 over A2 Dock Street.

(f)existing bridge widened to carry new Trunk Road T3 over Whitla Street pedestrian subway.

The Maps referred to above means the sequence of drawings numbered from YSI-TNI-XX-XX-DR-OR004 to YSI-TNI-XX-XX-DR-OR008 inclusive marked “The Trunk Roads T1, T3 and T7 (York Street Interchange) Order (Northern Ireland) 2015” copies of which have been deposited at the Department’s TransportNI offices, Headquarters, Clarence Court, 10-18 Adelaide Street, Belfast BT2 8GB and Eastern Division, Hydebank, 4 Hospital Road, Belfast BT8 8JL.
