The First Secretary of State, in exercise of the powers conferred by sections 70(2) and (4) and 77(1) of, and paragraph 3 of Schedule 16 to, the Deregulation and Contracting Out Act 1994(1), after consultation with the representatives of local government appearing to him to be appropriate, hereby makes the following Order, a draft of which has been laid before, and approved by a resolution of, each House of Parliament:
