The Secretary of State for Transport in exercise of the powers conferred by sections 14, 21(1), (3) and (4), 24(1) and 37(5) of the Severn Bridges Act 1992(1) and sections 17(2) and (3) and 99(1) and (2) of the Road Traffic Regulation Act 1984(2), and, in relation to the exercise of the powers conferred by the Road Traffic Regulation Act 1984, after consultation with representative organisations in accordance with section 134(2) of that Act, and of all other enabling powers hereby makes the following Regulations:—

1984 c. 27. Section 17 was extended in relation to the roads carried by the Severn Bridge and within the toll plaza area by section 22(3) of the Severn Bridges Act 1992 and was amended by Schedule 8 to the Road Traffic Act 1991(c. 40) and by paragraph 28 of Schedule 8 to the New Roads and Street Works Act 1991 (c. 22). Section 99 was amended by Schedule 8 to the Road Traffic Act 1991.
