The Boundary Commission for Wales (“the Commission”) have, in accordance with section 3(1) of the Parliamentary Constituencies Act 1986(1), submitted to the Secretary of State a report dated 31st January 2005(2) showing the parliamentary constituencies into which they recommend, in accordance with that Act, that Wales should be divided.
That report also shows, as provided for by paragraph 7(2) of Schedule 1 to the Government of Wales Act 1998(3), the alterations in the electoral regions of the National Assembly for Wales which the Commission recommend(4).
A draft Order in Council together with a copy of the Commission’s report was laid before Parliament by the Secretary of State to give effect, without modifications, to the recommendations contained in the report, and each House of Parliament has by resolution approved that draft.
Now, therefore, Her Majesty, is pleased, by and with the advice of Her Privy Council, to make the following Order under section 4 of the Parliamentary Constituencies Act 1986:
1986 c. 56. Amendments made to the Parliamentary Constituencies Act 1986 by the Political Parties, Elections and Referendums Act 2000 (c. 41) are not yet in force.

1998 c. 38. The Parliamentary Constituencies Act 1986 is extended by Schedule 1 to the Government of Wales Act 1998 (the 1998 Act) for the purposes of the alterations to the electoral regions of the National Assembly for Wales and the allocation of seats to those regions.
Following the coming into force of section 3(3) of, and Schedule 4 to, the European Parliamentary Elections Act 1999 (c. 1) (the 1999 Act), the alignment of the National Assembly for Wales electoral regions with European Parliamentary electoral constituencies has ceased. Wales is now a single European Parliamentary electoral region. The European Parliamentary Constituencies (Wales) Order 1994 (S.I. 1994/428), which provided for the alignment of the National Assembly for Wales electoral regions with the European Parliamentary electoral constituencies, and to which paragraph 1(2) of Schedule 1 to the 1998 Act refers, lapsed by reason of the 1999 Act’s provisions.
