Citation

1.  This Order may be cited as the Oxfordshire (Electoral Changes) Order 2012.

Commencement

2.—(1) This Order, with the exception of articles 5 to 15, comes into force —

(a)for the purpose of proceedings preliminary or relating to the elections of councillors for county electoral divisions, on 15th October 2012;

(b)for all other purposes, on the ordinary day of election of councillors in 2013.

(2) Articles 5, 7, 9, 10, 11, 12, 13, and 15 come into force—

(a)for the purpose of proceedings preliminary or relating to the elections of parish councillors, on 15th October 2014;

(b)for all other purposes, on the ordinary day of election of councillors in 2015.

(3) Articles 6, 8 and 14 come into force—

(a)for the purpose of proceedings preliminary or relating to the elections of parish councillors, on 15th October 2015;

(b)for all other purposes, on the ordinary day of election of councillors in 2016.

Interpretation

3.  In this Order—

“map” means the map marked “Map referred to in the Oxfordshire (Electoral Changes) Order 2012”, of which prints are available for inspection at the principal office of the Local Government Boundary Commission for England;

“ordinary day of election of councillors” has the meaning given by section 37 of the Representation of the People Act 1983(1).

Electoral divisions of the county of Oxfordshire and number of councillors

4.—(1) The existing electoral divisions of the county of Oxfordshire are abolished.

(2) The county is divided into sixty-one electoral divisions each bearing a name listed in column 1 of the Schedule.

(3) Each electoral division comprises the area designated on the map by reference to the name of the electoral division.

(4) The number of councillors to be elected for each electoral division is the number specified in relation to that electoral division in column 2 of the Schedule.

(5) Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it is to be treated as running along the centre line of the feature.

Wards of the parish of Abingdon and number of councillors

5.—(1) The existing wards of the parish of Abingdon are abolished.

(2) The parish is divided into eight wards named respectively—

(a)Abbey and Barton;

(b)Caldecott;

(c)Dunmore;

(d)Fitzharris;

(e)Northcourt;

(f)Ock Meadow;

(g)Peachcroft;

(h)Wildmoor.

(3) Each ward comprises the area designated on the map by reference to the name of the ward.

(4) Three councillors are to be elected for each of the following wards:

(a)Abbey and Barton;

(b)Caldecott;

(c)Dunmore;

(d)Northcourt;

(e)Ock Meadow;

(f)Peachcroft.

(5) Two councillors are to be elected for Fitzharris ward.

(6) One councillor is to be elected for Wildmoor ward.

Wards of the parish of Banbury and number of councillors

6.—(1) The existing wards of the parish of Banbury are abolished.

(2) The parish is divided into eleven wards named respectively—

(a)Banbury Calthorpe;

(b)Banbury Court;

(c)Banbury Cross;

(d)Banbury Easington North;

(e)Banbury Easington South;

(f)Banbury Grimsbury and Castle;

(g)Banbury Hardwick;

(h)Banbury Neithrop North;

(i)Banbury Neithrop South;

(j)Banbury Ruscote;

(k)Banbury St John.

(3) Each ward comprises the area designated on the map by reference to the name of the ward.

(4) Four councillors are to be elected for Banbury Hardwick ward.

(5) Three councillors are to be elected for each of the following wards:

(a)Banbury Grimsby and Castle;

(b)Banbury Ruscote.

(6) Two councillors are to be elected for each of the following wards:

(a)Banbury Calthorpe;

(b)Banbury Easington North;

(c)Banbury Easington South;

(d)Banbury Neithrop North.

(7) One councillor is to be elected for each of the following wards:

(a)Banbury Court;

(b)Banbury Cross;

(c)Banbury Neithrop South;

(d)Banbury St John.

Wards of the parish of Bicester and number of councillors

7.—(1) The existing wards of the parish of Bicester are abolished.

(2) The parish is divided into seven wards named respectively—

(a)Bicester East;

(b)Bicester Central;

(c)Bicester North;

(d)Bicester South East;

(e)Bicester South West;

(f)Bicester Town;

(g)Bicester West.

(3) Each ward comprises the area designated on the map by reference to the name of the ward.

(4) Three councillors are to be elected for each of the following wards:

(a)Bicester East;

(b)Bicester North;

(c)Bicester South East.

(5) Two councillors are to be elected for each of the following wards:

(a)Bicester Town;

(b)Bicester West.

(6) One councillor is to be elected for each of the following wards:

(a)Bicester Central;

(b)Bicester South West.

Wards of the parish of Bodicote and number of councillors

8.—(1) The parish of Bodicote is divided into two wards named respectively—

(a)Bodicote Bankside;

(b)Bodicote Village.

(2) Each ward comprises the area designated on the map by reference to the name of the ward.

(3) Eight councillors are to be elected for Bodicote Village ward.

(4) Two councillors are to be elected for Bodicote Bankside ward.

Wards of the parish of Chesterton and number of councillors

9.—(1) The parish of Chesterton is divided into two wards named respectively—

(a)Chesterton North;

(b)Chesterton Village.

(2) Each ward comprises the area designated on the map by reference to the name of the ward.

(3) Four councillors are to be elected for Chesterton Village ward.

(4) Two councillors are to be elected for Chesterton North ward.

Wards of the parish of Cholsey and number of councillors

10.—(1) The parish of Cholsey is divided into two wards named respectively—

(a)Cholsey;

(b)Winterbrook.

(2) Each ward comprises the area designated on the map by reference to the name of the ward.

(3) Eleven councillors are to be elected for Cholsey ward.

(4) Two councillors are to be elected for Winterbrook ward.

Wards of the parish of Cumnor and number of councillors

11.—(1) The parish of Cumnor is divided into four wards named respectively—

(a)Cumnor Hill;

(b)Cumnor Village;

(c)Dean Court;

(d)Farmoor.

(2) Each ward comprises the area designated on the map by reference to the name of the ward.

(3) Four councillors are to be elected for each of the following wards:

(a)Cumnor Hill;

(b)Cumnor Village;

(c)Dean Court.

(4) Three councillor is to be elected for Farmoor ward.

Wards of the parish of Didcot and number of councillors

12.—(1) The existing wards of the parish of Didcot are abolished.

(2) The parish is divided into five wards named respectively—

(a)All Saints;

(b)Ladygrove;

(c)Northbourne;

(d)Park;

(e)Willowcroft.

(3) Each ward comprises the area designated on the map by reference to the name of the ward.

(4) Six councillors are to be elected for Ladygrove ward.

(5) Five councillors are to be elected for All Saints ward.

(6) Four councillors are to be elected for each of the following wards:

(a)Northbourne;

(b)Park.

(7) Two councillors are to be elected for Willowcroft ward.

Wards of the parish of Kidlington and number of councillors

13.—(1) The existing wards of the parish of Kidlington are abolished.

(2) The parish is divided into five wards named respectively—

(a)Kidlington Dogwood;

(b)Kidlington Exeter;

(c)Kidlington Orchard;

(d)Kidlington Roundham;

(e)Kidlington St Mary’s.

(3) Each ward comprises the area designated on the map by reference to the name of the ward.

(4) Three councillors are to be elected for each ward.

Wards of the parish of Risinghurst and Sandhills and number of councillors

14.—(1) The existing wards of the parish of Risinghurst and Sandhills are abolished.

(2) The parish is divided into four wards named respectively—

(a)Risinghurst North;

(b)Risinghurst South;

(c)Sandhills;

(d)Wood Farm.

(3) Each ward comprises the area designated on the map by reference to the name of the ward.

(4) Ten councillors are to be elected for Risinghurst North ward.

(5) Five councillors are to be elected for Sandhills ward.

(6) Three councillors are to be elected for Wood Farm ward.

(7) Two councillors are to be elected for Risinghurst South ward.

Wards of the parish of Witney and number of councillors

15.—(1) The parish of Witney is divided into six wards named respectively—

(a)Witney Burwell;

(b)Witney Central;

(c)Witney East;

(d)Witney North;

(e)Witney South;

(f)Witney West.

(2) Each ward comprises the area designated on the map by reference to the name of the ward.

(3) Four councillors are to be elected for Witney East ward.

(4) Three councillors are to be elected for each of the following wards:

(a)Witney Central;

(b)Witney North;

(c)Witney South;

(d)Witney West.

(5) One councillor is to be elected for Witney Burwell ward.
