The Secretary of State for Business, Innovation and Skills makes the following Order in exercise of the powers conferred by sections 16(1)(a) and (5) and 17(2)(b) of the Further and Higher Education Act 1992(1) (“the Act”).
In accordance with section 16A(1) of the Act, the Secretary of State has published a draft of the proposed order in the prescribed manner(2).
1. This Order may be cited as the National College for High Speed Rail (Incorporation) Order 2015 and comes into force on 30th July 2015.E+W

2. There is established a body corporate called “the National College for High Speed Rail”, for the purpose of establishing and conducting as from the operative date a new educational institution of that name.E+W

EXPLANATORY NOTE
(This note is not part of the Order)
This Order establishes a further education corporation called “the National College for High Speed Rail” under section 16(1)(a) of the Further and Higher Education Act 1992 for the purpose of conducting a new educational institution called by the same name. It appoints 31st July 2015 as the operative date for the purposes of Part 1 of the Act, being the date from which the further education corporation shall operate the college.
An Impact Assessment has not been prepared for this instrument as it has no wider impact on the costs of business, charities or voluntary bodies. The impact on the public sector is minimal. The Explanatory Memorandum is published alongside the Order at www.legislation.gov.uk.
