This Order is made in exercise of the powers conferred by paragraph 8(1) of Part 2 of Schedule 8 and paragraph 3(1) of Schedule 10 to the Traffic Management Act 2004(1).
Oxfordshire County Council and Warwickshire County Council have each applied to the Secretary of State for an order to be made in exercise of those powers, in respect of part of its respective area.
The Secretary of State has consulted the Chief Constables of the Thames Valley and Warwickshire Police, in accordance with the requirements of paragraph 8(3) of Part 2 of Schedule 8 and paragraph 3(4) of Schedule 10 to that Act.
Accordingly, the Secretary of State(2) makes this Order.
1.—(1) This Order may be cited as the Civil Enforcement of Parking Contraventions Designation Order 2021.
(2) Articles 1, 2, 3 and 5 and Schedule 1 come into force on 1st November 2021.
(3) Article 4 and Schedule 2 come into force on 1st February 2022.
(4) This order extends to England and Wales.

2. In this Order “grid reference” means Ordnance Survey National Grid reference point.

3. The Secretary of State designates the part of the area of Oxfordshire County Council specified in Schedule 1 as—
(a)a civil enforcement area for parking contraventions; and
(b)a special enforcement area.

4. The Secretary of State designates the part of the area of Warwickshire County Council specified in Schedule 2 as—
(a)a civil enforcement area for parking contraventions; and
(b)a special enforcement area.
5. The following Orders are revoked—
(a)the Road Traffic (Permitted Parking Areas and Special Parking Areas) (City of Oxford and Parish of North Hinksey) Order 1996(3);
(b)the Road Traffic (Permitted Parking Areas and Special Parking Areas) (City of Oxford and Parish of North Hinksey) (Amendment) Order 1999(4); and
(c)the Civil Enforcement of Parking Contraventions (County of Oxfordshire) (District of West Oxfordshire) Designation Order 2009(5).

(4) In the area of West Oxfordshire District Council, the dual carriageway section of the A40, and its associated slip roads, from its eastern end within the parish of South Leigh at grid reference SP3888110142 to the roundabout at Asthall Barrow where it intersects with the B4047 and becomes a single carriageway at grid reference SP2886910134.
(5) In the City of Oxford—
(a)the A4142 from its junction with the A423 at grid reference SP5298402833 to its junction with the A40 trunk road at Headington Roundabout at grid reference SP5553007438, including the associated slip roads at its junction with the B480 at Garsington Road, Cowley but not including the Rover Works service road south of Horspath Road;
(b)the [F1A423] trunk road from its junction with the A4074 at grid reference SP5298402833 to its junction with the A34 trunk road at Hinksey Hill Roundabout at grid reference SP5127803478; and
(c)the [F2A44] trunk road from its junction with the A40 trunk road at Wolvercote roundabout at grid reference SP4971610180 to the City boundary at grid reference SP4941110819.
(6) in the Parish of North Hinksey, the A420 trunk road from its junctions with the A34 trunk road slip roads and the A420 principal link road at Botley interchange at grid reference SP4887006316 to a point 100 metres west of Botley interchange at grid reference SP4848606616.

This Order designates part of the area of Oxfordshire County Council and Warwickshire County Council as a civil enforcement area for parking contraventions, and as a special enforcement area, for the purposes of Part 6 of the Traffic Management Act 2004 (c. 18).
A full Impact Assessment has not been produced for this instrument as it is not expected to have a significant impact on the private, public or voluntary sectors. The Secretary of State is the “appropriate national authority” as regards England for the purposes of Part 6 of the Traffic Management Act 2004 (c.18), by virtue of section 92 of that Act.
