The Secretary of State makes these Regulations in exercise of the power conferred by Article 19(3) of Regulation (EU) 2018/1139 of the European Parliament and of the Council of 4 July 2018 on common rules in the field of civil aviation(1).
1.—(1) These Regulations may be cited as the Civil Aviation (Environmental Protection) (Amendment) Regulations 2024 and come into force on 19th April 2024.
(2) These Regulations extend to England and Wales, Scotland and Northern Ireland.
2. In Article 9 (essential requirements) of Regulation (EU) 2018/1139 of the European Parliament and of the Council of 4 July 2018 on common rules in the field of civil aviation, in paragraph 2—
(a)for “Amendment 13 of Volume I,” substitute “Amendment 14 of Volume I,”;
(b)for “Amendment 10 of Volume II,” substitute “Amendment 11 of Volume II,”;
(c)for “in Amendment 1 of Volume III” substitute “in Amendment 2 of Volume III”.

These Regulations amend Regulation (EU) 2018/1139 of the European Parliament and of the Council of 4 July 2018 on common rules in the field of civil aviation to adopt three sets of amendments to Annex 16 (Environmental Protection) to the Convention on International Civil Aviation (the Convention). These relate to certification of aircraft for noise, certification of engines for emissions, and certification of aeroplanes for carbon dioxide emissions.
Hard copies of the Convention and Volumes I, II and III of Annex 16 are available for inspection by appointment at the offices of the Civil Aviation Authority (“CAA”) Legal Department at either Aviation House, Beehive Ring Road, Crawley, West Sussex, RH6 0YR or at Westferry Circus, Canary Wharf, London, E14 4HD. Contact the CAA Legal Department in writing at either address or email OGCMailbox@caa.co.uk to make an appointment.
