REGISTRATION OF BIRTHS, DEATHS, MARRIAGES, ETC.

The Queen’s Most Excellent Majesty in Council
Her Majesty, in pursuance of the powers conferred upon Her by sections 1, 2, 3, 5 and 6 of the Registration of Births, Deaths and Marriages (Special Provisions) Act 1957(1) and of all other powers Her enabling, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:—
1. The Service Departments Registers Order 1959(2) shall be amended as follows:
(1) In article 1(b) there shall be inserted after the word “deaths” the words “and births”;
(2) For article 2(1)(a) there shall be substituted “(a) any person authorised in that behalf by the Defence Council”;
(3) In article 2(1)(b) for the words “Admiralty, the Army Council, the Air Council or the Minister of Aviation.” there shall be substituted the words “Defence Council.”
(4) In article 4(2) for the words “Admiralty, Army Council, Air Council or Minister of Aviation, as may be appropriate,” there shall be substituted the words “Defence Council,”
(5) In article 5(3) the word “column” shall be omitted;
(6) For Part II of the Schedule there shall be substituted the words contained in the Schedule to this Order.
2. This Order may be cited as the Service Departments Registers (Amendment) Order 1988 and shall come into force on 1st October 1988.

Article 1(6)
1. Persons in the service of any of the following organisations who are performing their service outside the United Kingdom in connection with any naval, military or air force of Her Majesty—
(a)Navy, Army and Air Force Institutes;
(b)Services Sound and Vision Corporation;
(c)British Red Cross Society;
(d)The Venerable Order of the Hospital of St John of Jerusalem;
(e)Council of Voluntary Welfare Work including the Young Men’s Christian Association, the Young Women’s Christian Association, the Catholic Women’s League, the Salvation Army, the Church Army, Methodist Church Forces' Clubs, Toc H, the Church of England Soldiers', Sailors', and Airmen’s Clubs and the Mission to Military Garrisons;
(f)Soldiers', Sailors' and Airmen’s Families Association;
(g)Soldiers' and Airmen’s Scripture Readers' Association;
(h)Malcolm Clubs;
(i)Women’s Royal Voluntary Service;
(j)Royal Naval Film Corporation;
(k)Royal Naval Lay Readers' Society;
(l)British Sailors' Society;
(m)Missions to Seamen.
2. Members of the family of a person of the class specified in paragraph 1 of this part of this Schedule residing with him at or in the vicinity of the Station of the force in connection with which he is performing his service.”
(This note is not part of the Order)
This Order further amends the Service Departments Register Order 1959. The principal changes are:—
(1) Spent references to the Admiralty, Army Council and Air Council have been replaced by reference to the Defence Council and the reference to the Minister of Aviation has been revoked.
(2) The reference to “column” contained in article 5(3) has been omitted to reflect the change in the layout of the register.
(3) The list of welfare organisations contained in Part II of the Schedule has been brought up to date by removing some references and adding the Services Sound and Vision Corporation.
(4) That amended list takes effect now to apply to persons serving abroad in an organisation concerned with the welfare of the armed forces there (and their families) in whose case records of births as well as deaths may be kept there under the Order (previously deaths only were recorded).
