1. This Order may be cited as the A406 Trunk Road (South Woodford to Barking Relief Road, Redbridge, Newham, Barking and Dagenham) (Prescribed Routes) Order 1989 and shall come into force on 16th October 1989.
2. In this Order:–
“the Relief Road” means that length of the London North Circular Trunk Road (A406) in the London Boroughs of Redbridge, Newham and Barking and Dagenham, starting at a point 100 metres west of the western side of the bridge spanning Southend Road (A406) known as London Regional Transport overbridge Number O 47 and extending in a general southerly direction to its termination at the London-Tilbury Trunk Road (A13), a distance of approximately 8.87 kilometres;
“central reservation” means that part of the Relief Road which separates the two carriageways of the Relief Road for the safety and guidance of vehicles using that road;
“lay-by” means a part of the Relief Road adjacent to any area of the carriageway which is bounded partly by–
a traffic sign of the type shown in diagram 1010 in Schedule 2 to the Traffic Signs Regulations 1981(1); and
the outer edge of the Relief Road on the same side of the road on which the sign is placed;
“A406 eastbound exit slip road” means that length of road which links the eastbound carriageway of Southend Road (A406) with the eastbound carriageway of the M11 motorway;
“A406 westbound access slip road” means that length of road which links the westbound carriageway of the M11 motorway with the westbound carriageway of Southend Road (A406);
“M11 northbound exit link road” means that length of road which links the northbound carriageway of the Relief Road with the northbound carriageway of the M11 motorway;
“M11 southbound access link road” means that length of road which links the southbound carriageway of the M11 motorway with the southbound carriageway of the Relief Road;
“the A12 roundabout” means the roundabout at the intersection of Eastern Avenue (A12), Redbridge Lane East and Royston Gardens;
“A12 northbound exit slip road” means that length of road which links the northbound carriageway of the Relief Road with the A12 roundabout;
“A12 northbound access slip road” means that length of road which links the A12 roundabout with the northbound carriageway of the Relief Road;
“A12 southbound exit slip road” means that length of road which links the southbound carriageway of the Relief Road with the A12 roundabout;
“A12 southbound access slip road” means that length of road which links the A12 roundabout with the southbound carriageway of the Relief Road;
“the A118 spur road” means that length of road which links the A118 northbound exit slip road, the A118 northbound access slip road, the A118 southbound exit slip road and the A118 southbound access slip road to Romford Road (A118);
“A118 northbound exit slip road” means that length of road which links the northbound carriageway of the Relief Road with the A118 spur road;
“A118 northbound access slip road” means that length of road which links the A118 spur road with the northbound carriageway of the Relief Road;
“A118 southbound exit slip road” means that length of road which links the southbound carriageway of the Relief Road with the A118 spur road;
“A118 southbound access slip road” means that length of road which links the A118 spur road with the southbound carriageway of the Relief Road;
“the A124 roundabout” means the roundabout at the intersection of Barking Road (A124), London Road (A124), Highbridge Road, the A124 northbound exit slip road, the A124 northbound access slip road and the A124 southbound exit slip road;
“A124 northbound exit slip road” means that length of road which links the northbound carriageway of the Relief Road with the A124 roundabout;
“A124 northbound access slip road” means that length of road which links the A124 roundabout with the northbound carriageway of the Relief Road;
“A124 southbound exit slip road” means that length of road which links the southbound carriageway of the Relief Road with the A124 roundabout;
“A124 southbound access slip road” means that length of road which links Highbridge Road with the southbound carriageway of the Relief Road;
“the A13 roundabout” means the roundabout at the intersection of the Relief Road and the London – Tilbury Trunk Road (A13);
“A13 eastbound exit slip road” means that length of road which links the London – Tilbury Trunk Road (A13) with both the A406 northbound western access slip road and the A13 roundabout;
“A13 eastbound access slip road” means that length of road which links both the A406 southbound eastern exit slip road and the A13 roundabout with the London – Tilbury Trunk Road (A13);
“A406 northbound eastern access slip road” means that length of road which links the A13 roundabout with the northbound carriageway of the Relief Road;
“A406 northbound western access slip road” means that length of road which links the A13 eastbound exit slip road with the northbound carriageway of the Relief Road;
“A406 southbound eastern exit slip road” means that length of road which links the southbound carriageway of the Relief Road with the A13 eastbound access slip road;
“A406 southbound western exit slip road” means that length of road which links the southbound carriageway of the Relief Road with the A13 roundabout;
“cycle” has the same meaning as in section 192(1) of the Road Traffic Act 1988(2); and
“moped” has the same meaning as in regulation 3(1) of the Motor Vehicles (Driving Licences) Regulations 1987(3).
3. No person shall cause or permit any vehicle, other than one being used for fire brigade, police or ambulance purposes, to make a U-turn through any of the emergency crossing points in the central reservation specified in Schedule 1 to this Order.
4. No person causing or permitting a vehicle to proceed in a road specified in column 1 of Schedule 2 to this Order shall cause or permit that vehicle to proceed in any direction other than the direction specified in column 2 of that Schedule.
5. No person shall cause or permit any horse-drawn vehicle, cycle or moped to proceed on the Relief Road and the slip and link roads specified in Schedule 2 to this Order.
6. No person shall cause or permit any vehicle to stop or remain at rest on a carriageway of the Relief Road and the slip and link roads specified in Schedule 2 to this Order and in the lay-bys specified in Schedule 3 to this Order.
7. No person shall proceed at any time on foot on the Relief Road and the slip and link roads specified in Schedule 2 to this Order and in the lay-bys specified in Schedule 3 to this Order.
8. Nothing in this Order shall apply to anything done with the permission or at the direction of a constable in uniform.
9. Nothing in articles 6 and 7 of this Order shall apply as a result of an accident or emergency or for anything done in connection with the maintenance of the roads specified in those articles.
