The Secretary of State, in exercise of the powers conferred on him by sections 89(5), 98(3), 99(1) to (4), 140(4), 143(1) and 146(6) of the Local Government Finance Act 1988(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:—

1988 c. 41; section 89(5) was amended by the Local Government and Housing Act 1989 (c. 42), Schedule 5, paragraph 62; section 98(3) was amended, and section 99 was substituted, by the Local Government Finance Act 1992 (c. 14), Schedule 10, paragraphs 23 and 24 respectively, in relation to any financial year beginning on or after 1st April 1993.
