The Secretary of State, in exercise of the powers conferred on him by sections 73(a) and (c) and 74(1) of the Education (Scotland) Act 1980((1)) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1.—(1) These Regulations may be cited as the Education (Access Funds) (Scotland) Amendment Regulations 1993 and shall come into force on 1st September 1993.
(2) In these Regulations “the principal Regulations” means the Education (Access Funds) (Scotland) Regulations 1990((2)).
2. Regulation 2 of the principal Regulations is amended–
(a)by substituting for paragraph (b) the following paragraph:–
“(b)an institution within the higher education sector, within the meaning of section 56(2) of the Further and Higher Education (Scotland) Act 1992((3)), to the managers of the institution;”; and
(b)by adding at the end of paragraph (e) the words “to the managers of the college.”.

These Regulations widen the scope of the Education (Access Funds) (Scotland) Regulations 1990 to enable the Secretary of State to pay access funds to all Universities in Scotland and not just to the Universities designated under section 44 of the Further and Higher Education (Scotland) Act 1992.
1980 c. 44; section 74(1) was amended by paragraph 8(17) of Schedule 10 to the Self-Governing Schools etc. (Scotland) Act 1989 (c. 39).
