The Secretary of State, in exercise of the powers conferred on him by the definition of “identifying tag or badge” (and the definition of “regulations”) in section 8(5) of the Breeding and Sale of Dogs (Welfare) Act 1999(1), hereby makes the following Regulations:

1.—(1) These Regulations may be cited as the Sale of Dogs (Identification Tag) Regulations 1999 and shall come into force on 30th December 1999.

(2) These Regulations shall not extend to Scotland.

2.  In addition to the information required by the definition of “identifying tag or badge” in section 8(5) of the Breeding and Sale of Dogs (Welfare) Act 1999 to be displayed on such a tag or badge, that tag or badge shall also display the following information—

(a)the date of birth of the dog, and

(b)an identifying number, if any, allocated to the dog by the licensed breeding establishment at which it was born.

Explanatory Note

(This note is not part of the Regulations)

The Breeding and Sale of Dogs (Welfare) Act 1999 creates certain offences in relation to the sale of a dog which is not wearing a collar with an identifying tag or badge. Section 8(5) of that Act defines “identifying tag or badge” as a tag or badge which clearly displays information indicating the licensed breeding establishment at which it was born and any other information required by regulations.

These Regulations, which do not apply to Scotland, set out the additional information which must be displayed on the tag or badge.
