The Minister of Agriculture, Fisheries and Food, being designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the common agricultural policy of the European Community, in exercise of the powers conferred on him by that section, and of all other powers enabling him in that behalf, makes the following Regulations:
1. These Regulations may be cited as the Foot-and-Mouth Disease (Export of Vehicles) (Disinfection of Tyres) (Amendment) Regulations 2001; they extend to the United Kingdom and shall come into force at 11.00 p.m. on 27th March 2001.
2.—(1) In regulation 1(2) of the Foot-and-Mouth (Export of Vehicles) (Disinfection of Tyres) Regulations 2001(3) for the words “27th March 2001” there shall be substituted the words “4th April 2001”.
(2) In regulation 2(1) of those Regulations for the definition of “the Decision” there shall be substituted—
““the Decision” means Commission Decision 2001/172/EC concerning certain protection measures with regard to foot-and-mouth disease in the United Kingdom and repealing Decision 2001/145/EC(4), as amended by Commission Decision 2001/190/EC(5), Commission Decision 2001/209/EC(6) and Commission Decision 2001/239/EC(7);”.

These Regulations implement Commission Decision 2001/239/EC amending for the third time Commission Decision 2001/172/EC concerning certain protection measures with regard to foot-and-mouth disease in the United Kingdom (OJ No. L86, 27.3.2001, p. 33) in so far as it applies to the disinfection of the tyres of road vehicles transported from the British Islands.
The effect of the Regulations is to extend the time that the Foot-and-Mouth Disease (Export of Vehicles) (Disinfection of Tyres) Regulations 2001 (S.I. 2001/887) are in force until midnight on 4th April 2001.
