The Secretary of State makes the following Order in exercise of the powers conferred by section 14(3) of the Parliamentary Standards Act 2009(1):
1. This Order may be cited as the Parliamentary Standards Act 2009 (Commencement No. 2) Order 2009.
2. The following provisions of the Parliamentary Standards Act 2009 come into force on 26th October 2009—
(a)section 3(5) and (6) (Independent Parliamentary Standards Authority etc);
(b)paragraphs 1 to 8 of Schedule 1 (Independent Parliamentary Standards Authority);
(c)Schedule 3 (Speaker’s Committee for the Independent Parliamentary Standards Authority).

This Order brings into force provisions of the Parliamentary Standards Act 2009 (“the 2009 Act”) relating to the Independent Parliamentary Standards Authority (“the IPSA”) and the Speaker’s Committee for the Independent Parliamentary Standards Authority (“the Speaker’s Committee”).
Article 2 brings into force provisions of the 2009 Act on 26th October 2009. Article 2(b) brings into force paragraphs 1 to 8 of Schedule 1 to the 2009 Act which relate to the IPSA. The paragraphs concern the membership of the IPSA (including qualifications for membership), appointment, terms and conditions, term of office, resignation and removal from office, remuneration, a code of conduct and disqualification of such members from the House of Commons and the Northern Ireland Assembly.
Article 2(a) brings into force section 3(5) and (6) of the 2009 Act which relates to the Speaker’s Committee. Section 3(5) provides that there is to be a committee known as the Speaker’s Committee. Section 3(6) provides that Schedule 3 (which concerns the Speaker’s Committee) has effect. Article 2(c) brings into force that Schedule. That Schedule sets out the membership of the Speaker’s Committee, the term of office of certain members and makes provision concerning proceedings of the committee.
A regulatory impact assessment has not been prepared for this Order as no impact on the private or voluntary sectors is foreseen.
