Mae Cynulliad Cenedlaethol Cymru:

(i)

ar ôl ymgynghori â'r pwyllgor a sefydlwyd(1) o dan adran 140(5) o Ddeddf Diogelu'r Amgylchedd 1990(2);

(ii)

ar ôl cyhoeddi hysbysiad yn y London Gazette yn unol ag adran 140(6)(b) o'r Ddeddf honno;

(iii)

ar ôl ystyried y sylwadau a gyflwynwyd yn unol â'r hysbysiad hwnnw;

o'r farn ei bod yn briodol gwneud y Rheoliadau hyn er mwyn atal y sylweddau neu'r eitemau a bennir ynddynt rhag llygru'r amgylchedd a niwedio iechyd anifeiliaid, ac felly, drwy arfer y pwerau a roddwyd gan adran 140 o Ddeddf Diogelu'r Amgylchedd 1990(3), drwy hyn yn gwneud y Rheoliadau canlynol:—

Trosglwyddwyd y pwerau hyn i Gynulliad Cenedlaethol Cymru gan Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999 Rhif 672).
