11. Rhaid i fforwm ddosbarthu ei gyngor a'i argymhellion i bob awdurdod derbyn a phob ysgol a gynhelir yn ardal yr awdurdod, a rhaid iddo drefnu bod cyfryw gyngor ac argymhellion ar gael i unrhyw berson arall sydd â buddiant.
