Gweinidogion Cymru, o ran Cymru, yw'r awdurdod cenedlaethol priodol at ddibenion arfer y pwerau a roddwyd gan adran 12(1), (2) a (3) o Ddeddf Lles Anifeiliaid 2006(1), ac maent yn gwneud y Rheoliadau canlynol drwy arfer y pwerau hynny.
Yn unol ag adran 12(6) o'r Ddeddf honno, mae Gweinidogion Cymru wedi ymgynghori fel yr ystyrient yn briodol â'r personau hynny yr ymddangosai iddynt oedd yn cynrychioli buddiannau y mae'r Rheoliadau hyn yn ymwneud â hwy.
Yn unol ag adran 61(2) o'r Ddeddf honno, mae drafft o'r Rheoliadau hyn wedi ei osod gerbron Cynulliad Cenedlaethol Cymru ac wedi ei gymeradwyo trwy benderfyniad Cynulliad Cenedlaethol Cymru.
