Mae'r Rheoliadau hyn yn diwygio Rheoliadau Atal Llygredd Nitradau (Cymru) 2008 (O.S. 2008/3143) (“y Rheoliadau Nitradau”) a Rheoliadau Cadwraeth (Cynefinoedd Naturiol, &c.) 1994 (O.S. 1994/2716) (“y Rheoliadau Cynefinoedd”).

Maent yn gweithredu yng Nghymru Benderfyniad y Comisiwn 2009/431/EC (OJ Rhif L 141, 6.6.09, t.48) sy'n caniatáu rhanddirymiad yn unol â Chyfarwyddeb y Cyngor 91/676/EEC ynghylch diogelu dyfroedd rhag llygredd gan nitradau sy'n dod o ffynonellau amaethyddol (OJ Rhif L 375, 31.12.91, t.1, a ddiwygiwyd gan OJ Rhif L 284, 31.10.03, t1, OJ. Rhif L 311, 21.11.08, t.1).

Mae rheoliad 3 yn diwygio rheoliad 6 (Dehongli). Mae rheoliad 5 yn mewnosod Rhan 3A newydd sy'n cyflwyno gweithdrefn y mae'n rhaid i gais am randdirymiad gael ei wneud drwyddi ac mae'n sefydlu gweithdrefn apelio yn erbyn gwrthod cais am randdirymiad.

Mae rheoliad 7 yn caniatáu defnyddio cyfarpar taenu a chanddo dafliad taenu sy'n fwy na 4 metr o'r ddaear mewn amgylchiadau penodol.

Mae rheoliad 10 yn disodli Atodlenni 1 i 3 ac yn mewnosod Atodlen 4 newydd sy'n pennu gofynion ychwanegol y mae meddiannydd daliad a randdirymwyd i'w bodloni.

Mae rheoliad 11 yn mewnosod rheoliad 84E newydd yn y Rheoliadau Cynefinoedd sy'n ei gwneud yn ofynnol i ystyried effaith ar safle Ewropeaidd cyn caniatáu rhanddirymiad ac, yn ddarostyngedig i eithriadau penodol, yn cyfyngu ar y caniatâd i randdirymu pe byddai effaith andwyol ar gyfanrwydd y safle Ewropeaidd.
