supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by establishing a multiannual rolling planning

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples, amending Regulations (EC) No 808/2004, (EC) No 452/2008 and (EC) No 1338/2008 of the European Parliament and of the Council, and repealing Regulation (EC) No 1177/2003 of the European Parliament and of the Council and Council Regulation (EC) No 577/98(1), and in particular Article 4(1) thereof,
Whereas:
(1) A system of multiannual rolling planning is to be adopted for an eight-year period in order to regulate the collection of data covered by Annex IV to Regulation (EU) 2019/1700, in particular comply with the periodicity specified by that Annex, and specify the period during which data are to be collected.
(2) The Commission should ensure that this act complies with the principle of proportionality and does not impose a significant burden or cost on Member States or respondents.
(3) The Commission has carried out appropriate consultations of national experts in preparation of this delegated Regulation,
