17(1)The Secretary of State [F1or the Scottish Ministers] may by order grant a general consent for the making of orders requiring F2... consent under this Part of this Schedule—E+W+S

(a)of such descriptions, or

(b)with respect to such matters only, or

(c)made by such local authorities, or by authorities of such classes of descriptions, or

(d)made in such circumstances, or

(e)complying with such requirements,

as may be specified in the order.

(2)Any order [F3of the Secretary of State] under this paragraph shall be subject to annulment in pursuance of a resolution of either House of Parliament.

[F4(3)Any order of the Scottish Ministers under this paragraph is subject to the negative procedure.]
