40.—(1) Any functions of the Secretary of State or a local authority exercisable under section 146 of the 1989 Act (special grants)(1) by or in relation to an abolished authority shall on or after the reorganisation date be exercisable by or in relation to the designated authority.
(2) For the purposes of paragraph (1), anything done by or in relation to an abolished authority before the reorganisation date in the exercise of any function under section 146 of the 1989 Act shall be treated as if it had been done by or in relation to the designated authority.
Section 146 was repealed by Schedule 14 to the 1992 Act.
