23. In section 144 of the Road Traffic Act 1988 (exceptions from requirement of third-party insurance or security)(1), in subsection (2)(da), after “1990” there is inserted, “by a Primary Care Trust established under section 16A of the National Health Service Act 1977”.

1988 c. 52. Paragraph (da) of section 144(2) was inserted by the 1990 Act, Schedule 8, paragraph 4 and was amended by the Health Act 1999 (Supplementary and Consequential Provisions) Order 1999, S.I. 1999/2795.
