3. This Order applies to the whole of the borough of Blackburn with Darwen except—
(a)the entire length of the M65 within the borough including its on and off slip roads and the circulatory roundabouts at junctions 4 and 5;
(b)the entire length of the A6119 within the borough;
(c)the A666 from its junction with Woodlea Chase, Bull Hill to the southern boundary of the borough; and
(d)the A675—
(i)from its junction with Egerton Road, Belmont, to the southern boundary of the borough; and
(ii)from its junction with the unclassified road which runs along Belmont reservoir dam to the north of Belmont, to the western boundary of the borough.
