57.Mae adran 11(1) yn darparu bod yn rhaid i Weinidogion Cymru, cyn gwneud unrhyw reoliadau o dan adran 9, ymgynghori ag Asiantaeth yr Amgylchedd; awdurdodau lleol; cynrychiolwyr y personau hynny y mae’n debygol y gosodir dyletswyddau arnynt gan y rheoliadau; a phersonau eraill yn ôl yr hyn a fernir ei fod yn briodol.
