172Gorchmynion a rheoliadauLL+C
(1)Mae unrhyw bŵer sydd gan Weinidogion Cymru i wneud gorchymyn neu reoliadau o dan y Mesur hwn yn arferadwy drwy offeryn statudol.
(2)Ni chaniateir i offeryn statudol sy'n cynnwys unrhyw un neu ragor o'r canlynol gael ei wneud onid oes drafft o'r gorchymyn wedi ei osod gerbron Cynulliad Cenedlaethol Cymru, a'i gymeradwyo ganddo drwy benderfyniad—
(a)rheoliadau o dan adran 9(1)(i) [F1neu 140 neu 165 neu 166(2) neu Ran 2];
(b)gorchymyn o dan adran 127 [F2neu 158 neu], 162 neu 170;
(c)gorchymyn yn diwygio gorchymyn o dan adran 162;
(d)gorchymyn o dan adran 177 sy'n cynnwys addasiadau i ddeddfiad (ac eithrio deddfiad a geir mewn is-ddeddfwriaeth).

(4)Mae unrhyw offeryn statudol arall sy'n cynnwys gorchymyn neu reoliadau o dan y Mesur hwn, ac eithrio offeryn nad yw ond yn cynnwys gorchymyn o dan adran 178 (cychwyn), yn ddarostyngedig i'w ddiddymu'n unol â phenderfyniad gan Gynulliad Cenedlaethol Cymru.
(5)Mae unrhyw bŵer sydd gan Weinidogion Cymru o dan y Mesur hwn i gymhwyso deddfiad yn bŵer i'w gymhwyso gydag addasiadau neu hebddynt.
(6)Mae unrhyw bŵer sydd gan Weinidogion Cymru i wneud gorchymyn neu reoliadau o dan y Mesur hwn yn cynnwys pŵer (ond heb fod yn gyfyngedig iddo)—
(a)i wneud darpariaeth wahanol ar gyfer achosion gwahanol, dibenion gwahanol, neu ardaloedd daearyddol gwahanol;
(b)i wneud darpariaeth yn gyffredinol neu mewn perthynas ag achosion penodol;
(c)i wneud unrhyw ddarpariaeth atodol, drosiannol, ddarfodol, ganlyniadol, arbed, gysylltiedig a darpariaeth arall y mae Gweinidogion Cymru o'r farn eu bod yn angenrheidiol neu'n briodol.
