Whereas a draft of this Order has been approved by a resolution of each House of Parliament:
Now, therefore, Her Majesty, in exercise of the powers conferred by paragraph 1 of Schedule 1 to the Northern Ireland Act 1974(1) and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is herebyordered, as follows:—
1. This Order may be cited as the Appropriation (No. 4) (Northern Ireland) Order 1989 and shall come into operation forthwith.
2. The Interpretation Act (Northern Ireland) 1954(2) shall apply to Article 1 and the following provisions of this Order as it applies to a Measure of the Northern Ireland Assembly.
3. The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 1990 the sum of ninety-five million, seven hundred and fifty-one thousand pounds.
4.—(1) Subject to paragraph (2), the Department of Finance and Personnel may borrow on the credit of the aforesaid sum, any sum or sums not exceeding in the whole forty-eight million pounds.
(2) Any money so borrowed shall be repaid, with any interest due thereon, out of the Consolidated Fund at any date not later than 31st March 1990.
5.—(1) The sum granted by Article 3 out of the Consolidated Fund is appropriated for the services and purposes expressed in the Schedule.
(2) The sum already authorised to be appropriated in aid for the year ending on 31st March 1990 shall be increased by the sum specified in the third column of the Schedule for the service and purpose in connection with which that sum is specified.

SCHEDULE of supplementary sums granted, and of an increase of the sum which may be applied as an appropriation in aid in addition thereto, to defray the charges of the services herein particularly mentioned, which will come in course of payment during the year ending on 31st March 1990 viz:—

DEPARTMENT OF HEALTH AND SOCIAL SERVICES4. For expenditure by the Department of Health and Social Services on non-contributory retirement pensions (old persons' pensions), attendance and invalid care allowances, severe disablement allowance, mobility allowance, lump sum payments to pensioners etc., income support, supplementary pensions and allowances, grant to the Northern Ireland Housing Executive for the payment of housing benefit (rent rebates, rent allowances and rate rebates), child benefit, one-parent benefit, family credit, and for sums payable into the social fund for expenditure on community care grants, budgeting and crisis loans, maternity and funeral payments and cold weather payments, and on transitional payments to help certain housing benefit claimants significantly affected by the change to the housing benefit scheme and to certain supplementary benefit claimants not entitled to benefit under the income support scheme, payments to certain hostels affected by changes in income support and retail price index adjustment payments. | 34,410,000 | — |
