1.—(1) This Order may be cited as the Disability Living Allowance and Disability Working Allowance (Northern Ireland) Order 1991 and it shall be included among the statutory provisions which may be cited together as the Social Security (Northern Ireland) Acts 1975 to 1991.
(2) Subject to paragraph (3), this Order shall come into operation on such day or days as the Head of the Department may by order appointF1.
(3) This Article, Article 2 and Article 14 shall come into operation on the twenty-first day after the day on which this Order is made.
(4) An order under paragraph (2) may also appoint a day for the coming into operation of any provision of an order made under section 38(2) of the [1973 c. 36] Northern Ireland Constitution Act 1973 as necessary or expedient in consequence of this Order which appears to the Head of the Department to be consequential on any provision of this Order brought into operation by the order.

2.—(1) The [1954 c. 33 (N.I.)] Interpretation Act (Northern Ireland) 1954 shall apply to Article 1 and the following provisions of this Order as it applies to a Measure of the Northern Ireland Assembly.
(2) In this Order—
“the Attendance Allowance Board” means the Attendance Allowance Board for Northern Ireland;

“the Department” means the Department of Health and Social Services;
“the 1986 Order” means the [1986 NI 18] Social Security (Northern Ireland) Order 1986;
“the Pensions Order” means the [1975 NI 15] Social Security Pensions (Northern Ireland) Order 1975;
“the principal Act” means the [1975 c. 15] Social Security (Northern Ireland) Act 1975;
“statutory provision” has the meaning assigned to it by section l( f) of the [1954 c. 33 (N.I.)] Interpretation Act (Northern Ireland) 1954.
