The Department of the Environment, being a Department designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the regulation and supervision of working conditions of persons engaged in road transport, in exercise of the powers conferred by that section and of every other power enabling it in that behalf, hereby makes the following Regulations:
1. —These Regulations may be cited as the Community Drivers' Hours (Foot-and-Mouth Disease) (Temporary Exception) (No. 2) (Amendment No. 5) Regulations (Northern Ireland) 2001 and shall come into operation on 5th October 2001.
(2) The Interpretation Act (Northern Ireland) 1954(3) shall apply to these Regulations as it applies to an Act of the Northern Ireland Assembly.
2. In regulation 2(1) (interpretation) of the Community Drivers' Hours (Foot-and-Mouth Disease) (Temporary Exception) (No. 2) Regulations (Northern Ireland) 2001(4), in the definition of “prescribed period” for the words “period of 30 days beginning on 4th September 2001” there shall be substituted “period of 30 days beginning on 4th October 2001”.

These Regulations extend the expiry date of the exceptions for a further period of 30 days from (and including) 5th October to (and including) 3rd November 2001. The European Commission has authorised the continuation of the temporary exception provided for by these Regulations.
