Coming into operation with regulation 1
The Department for Social Development, in exercise of the powers conferred by sections 2A(1), (3) to (6), 2B(6) and (7), 5(1)(a) and (b) and 165(1), (4) and (5) of the Social Security Administration (Northern Ireland) Act 1992(1), section 122(1)(d) of the Social Security Contributions and Benefits (Northern Ireland) Act 1992(2), and section 59 of, and paragraphs 3(1), 4(3), 6(8) and 20(3) of Schedule 7 to, the Child Support, Pensions and Social Security Act (Northern Ireland) 2000(3), and now vested in it(4), and of all other powers enabling it in that behalf, with the consent of the Department of Finance and Personnel in so far as regulation 16 and paragraphs 2 and 7 of Schedule 2 are concerned(5), and after agreement by the Social Security Advisory Committee that proposals in respect of these Regulations should not be referred to it(6), hereby makes the following Regulations:
1992 c. 8; sections 2A and 2B were inserted by Article 54 and section 5A was inserted by Article 68 of the Welfare Reform and Pensions (Northern Ireland) Order 1999 (S.I. 1999/3147 (N.I. 11)); section 165(1) was amended by paragraph 49(2) of Schedule 3 to the Social Security Contributions (Transfer of Functions, etc.) (Northern Ireland) Order 1999 (S.I. 1999/671)
