The Department of the Environment makes the following Bye-Laws in exercise of the powers conferred by Article 65(1) and (2) of the Road Traffic (Northern Ireland) Order 1981(1).
1.—(1) These Bye-Laws may be cited as the Taxis (Ballymena) Bye-Laws (Northern Ireland) 2009 and shall come into operation on 1st June 2009.
(2) In these Bye-Laws “taxi” means a public service vehicle used in standing or plying for hire and used to carry passengers for hire and being a vehicle seating not more than eight passengers in addition to the driver.
2. In the local government district of Ballymena, no stand or starting place for taxis shall be used except that specified in column 2 of the Schedule in relation to the location specified in column 1, their number shall not exceed that specified in column 3 and the hours available for use shall be as stated in column 4.
3. No vehicle other than a taxi shall use the stands or starting places specified in column 2 of the Schedule at any time.

These Bye-Laws prescribe the precise location which may be used as stands or starting places for taxis in the town of Ballymena, prescribe the number of taxis which may use these stands or starting places and the hours available for use. The Bye-Laws also prohibit vehicles other than taxis from using the stands or starting places.
