The Department of the Environment makes the following Order in exercise of the powers conferred by Article 1(3) of the Road Traffic (Northern Ireland) Order 2007(1).
1.—(1) This Order may be cited as the Road Traffic (2007 Order) (Commencement No. 9) Order (Northern Ireland) 2012.
(2) In this Order “the Order” means the Road Traffic (Northern Ireland) Order 2007.
2. The day appointed for the coming into operation of the provisions of the Order specified in the Schedule is 23rd April 2012.

This Order brings into operation the provisions of the Road Traffic (Northern Ireland) Order 2007 specified in the Schedule.
Article 12 inserts a new Part IVA into the Road Traffic Offenders (Northern Ireland) Order 1996. These provisions will enable the police and vehicle examiners to require the payment of a deposit by offenders who avoid payment of fixed penalty deposits and prosecution by not having a satisfactory address in the United Kingdom.
Article 13 and Schedule 1 provide for the immobilisation of vehicles that have been prohibited from driving and for the removal and disposal of such vehicles in accordance with Regulations.
