The Department of the Environment makes the following Regulations in exercise of the powers conferred by sections 47(1) and (4) and 49(3) of the Goods Vehicles (Licensing of Operators) Act (Northern Ireland) 2010(1).
In accordance with section 57(11) of that Act the Department has consulted with such representative organisations as it sees fit.
1.—(1) These Regulations may be cited as the Goods Vehicles (Licensing of Operators) (Fees) Regulations (Northern Ireland) 2012 and shall come into operation on 1st July 2012.
(2) In these Regulations “the Act” means the Goods Vehicles (Licensing of Operators) Act (Northern Ireland) 2010.
2. The fees prescribed for the purposes of section 47(1) of the Act are as set out in the Table.

3. For the purposes of section 49(3) of the Act the fee for the issue of a certificate of qualification is £20.
4. The fee payable for the continuation of an operator’s licence shall be paid at least 28 days before the date of expiry of a period of 5 years, beginning with the date of either the issuing of licence or the most recent 5 year anniversary of that date.

These Regulations implement the requirements of the Goods Vehicles (Licensing of Operators) Act (Northern Ireland) 2010 (“the 2010 Act”) with regard to the fees operators will have to pay when-
(a)applying for an operator’s licence or a variation of a licence;
(b)being granted an operator’s licence;
(c)when a licence is being reviewed;
(d)when an interim licence is being requested; or
(e)when a certificate of qualification is requested.
The fee amounts are shown in the Table in regulation 2.
