The Department of Health M1 makes the following Regulations in exercise of the powers conferred by sections 25B and 25F(2) of the Public Health Act (Northern Ireland) 1967 M2.

Citation, commencement and interpretationN.I.

1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (Amendment No. 4) Regulations (Northern Ireland) 2020 and shall come into operation on 28th July 2020.

(2) In these Regulations, “the principal Regulations” means the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2020 M3.

Amendment of the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2020N.I.

2.—(1) The principal Regulations are amended in accordance with regulations 3 to 6.

(2) In relation to any person who arrived in Northern Ireland on or after 10th July 2020 and before the coming into operation of any amendment made by regulation 5 the principal Regulations apply as if that amendment had not been made.

Amendments to regulation 2N.I.

3.  In regulation 2(1) (interpretation)—

(a)for the definition of “self-isolate”, substitute—

self-isolate” has the meaning given in regulation 4(2), and “self-isolation” and “self-isolating” are to be construed accordingly;;

(b)after the definition of “self-isolate”, insert—

specified competition” means a competition listed in Schedule 4..

Amendments to Schedule 2N.I.

4.  In Schedule 2 (persons not required to comply with regulation 3 or 4)—

(a)for paragraph 18(2)(f), substitute—

(f)“generating station” and “transmission system” have the meanings given in Article 3 of the Electricity (Northern Ireland) Order 1992 M4.;

(b)in paragraph 39(2), omit “ “specified competition” means a competition listed in Schedule 4.”.

5.  In Part 1 of Schedule 3 (exempt countries and territories), insert the following entries at the appropriate place in alphabetical order—

Estonia;

Latvia;

Saint Vincent and the Grenadines;

Slovakia;

Slovenia.

Amendments to Schedule 4N.I.

6.  For Schedule 4 (specified competitions), substitute—

Explanatory Note

(This note is not part of the Regulations)

These Regulations amend the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2020 (“The International Travel Regulations”). They give effect to Schedule 4 to the International Travel Regulations by inserting a definition of “specified competition”. The definition of “electricity interconnector” is removed from Schedule 2 to the International Travel Regulations. The following is added to Schedule 3 to the International Travel Regulations to the list of exempt countries and territories to self-isolate for 14 days after their arrival in Northern Ireland:

  • Estonia;

  • Latvia;

  • Saint Vincent and the Grenadines;

  • Slovakia; and

  • Slovenia.

No impact assessment has been prepared for these Regulations.
