The Scottish Ministers, in exercise of the powers conferred by section 2(2) of the European Communities Act 1972(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:
1.—(1) These Regulations may be cited as the Collagen and Gelatine (Intra-Community Trade) (Scotland) Amendment Regulations 2003 and come into force on 29th June 2003.
(2) These Regulations extend to Scotland only.
2. In regulation 1(1) of the Collagen and Gelatine (Intra-Community Trade) (Scotland) Regulations 2003(2) for “30th June 2003” substitute “30th September 2003”.

These Regulations, which extend to Scotland only, amend the Collagen and Gelatine (Intra Community Trade) (Scotland) Regulations 2003 (“the principal Regulations”) by substituting the coming into force date of 30th June 2003 with a new date of 30th September 2003.
These Regulations are made in anticipation of a new Commission Decision which will be made by 1st July 2003. That Decision will amend the date of application of Commission Decision 2003/42/EC (O.J. L 13, 18.1.93, p.24), which was implemented by the principal Regulations. The new date of application will be 30th September 2003.
1972 c. 68; section 2(2) was amended by the Scotland Act 1998 (c. 46), Schedule 8, paragraph 15(3). The function conferred on Ministers of the Crown by section 2(2) was, in so far as within devolved competence, transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998.
