The Scottish Ministers, in exercise of the powers conferred by section 73(11) and (12) of the Road Traffic Act 1991(1) and of all other powers enabling them in that behalf and after consultation with the Council on Tribunals and its Scottish Committee in accordance with the requirements of section 8 of the Tribunals and Inquiries Act 1992(2) hereby make the following Regulations:

1991 c. 40; section 82(1) contains a definition of “prescribed” relevant to the making of these Regulations. The functions of the Secretary of State transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).
